But if small enterprises want to use the PBI Premium  License feature but can't afford the cost of that license, the Microsoft introduced PBI Premium Pay Per Person License for individuals and small enterprises, where you can explore all PBI Premium features by current monthly rates, $20 per user.

Separate Embedded

If you don't want to pay the cost of any premium license but you want to explore the embedded features of the premium license, no worries, Microsoft allows you to go with a PBI Pro license and pay separately for the embedded solution with Microsoft Azure, according to your usage.
